Autonomous vehicles are equipped with multiple heterogeneous sensors and drive while processing data from each sensor in real time. Among the sensors, the global navigation satellite system (GNSS) is essential to the localization of the vehicle itself. However, if a GNSS-denied situation occurs while driving, the accident risk may be high due to the degradation of the vehicle positioning performance. This paper presents a cooperative positioning technique based on the lidar sensor and vehicle-to-everything (V2X) communication. The ego-vehicle continuously tracks surrounding vehicles and objects, and localizes itself using tracking information from the surroundings, especially in GNSS-denied situations. We present the effectiveness of the cooperative positioning technique by constructing a GNSS-denied case during autonomous driving. A numerical simulation using a driving simulator is included in the paper to evaluate and verify the proposed method in various scenarios.

As defined by the Society of Automotive Engineers (SAE) International in 2016, autonomous driving technology is subdivided into six levels, depending on the required conditions and functions [1]. Among them, Level 2 is the stage of a driving assistance system that simultaneously performs longitudinal and lateral control, and the vehicle is driven in a partially automated state with the human driver still having to concentrate on driving. Level 3 refers to a stage where, as with Level 2, the vehicle is operated in a partially automated state; however, driver intervention is much reduced. Level 4 or higher performs autonomous driving without driver intervention depending on a given constraint, such as weather conditions. A more advanced autonomous driving system must be implemented to achieve the step after Level 3, in which the driver intervention is gradually reduced.

The autonomous driving system works in the order of recognition, decision, and control; its smooth operation requires a processing system, an electronic control unit, and various sensors [2, 3]. In an autonomous driving system, recognition sensors consist of cameras, lidar, radar, and others to provide the relative position of the surrounding objects. Ego-vehicle positioning sensors can include a global navigation satellite system (GNSS) receiver and an inertial measurement unit (IMU) to provide location and status information. Among them, the GNSS sensor receives satellite signals at a low power on the ground, originally transmitted by satellites orbiting at an altitude of >20, 000 km. It processes signals to provide the user location, velocity, direction, and time information on a global scale [4]. However, GNSS-equipped vehicles may be affected by multipath or degraded signals and signal blockage due to the signal-receiving environment (i.e., GNSS-denied environment). Moreover, the failure or system malfunction of a GNSS sensor could lead to an unpredictable accident. Therefore, it is necessary to estimate the current position in any situation for safe driving.

Nazaruddin et al. presented the ego-vehicle localization method, based on the IMU sensor in the GNSS disconnection situation, which may be caused by high dependence on the external environment or a low sampling rate. This technique predicts the next coordinates from the previous GNSS and current IMU sensor data. The localization uses an error-state Kalman filter (KF) with a residual long short-term memory model [5]. A similar approach to the GNSS outage using two complementary sensors, such as the IMU and odometer, was proposed in [6], where the odometer and GNSS measurements were exploited to correct IMU errors during GNSS availability. Then, the odometer was used to correct IMU errors during GNSS outages to improve the positioning accuracy while ensuring the continuity of the navigation solution.

Furthermore, various localization methods, such as the visual or laser simultaneous localization and mapping (SLAM) technique, have been proposed using perception sensors, such as cameras, radar, and lidar, cooperatively to achieve better navigational information [7]. Satellite or geographic information system images are used with visual odometry, even with more storage and computational requirements [8, 9]. These methods can simultaneously support two functions, such as visually surveilling the required geographical areas and nearby obstacles and estimating the navigational state (e.g., position, velocity, and attitude), especially in GNSS-denied environments.

However, these methods may have the drawback that the predetermined position information of surrounding objects is required for localization. To overcome this limitation, vehicle-to-everything (V2X) communication [10], where status information including the position of the surrounding objects can be exchanged, is ideally suited for sensor fusion. A radar-based ego-vehicle localization method using vehicle-to-vehicle (V2V) communication was proposed in [11]. In GNSS-denied situations, this method estimates the absolute coordinates of the ego-vehicle by combining the relative coordinates of the object vehicles obtained using radar with the absolute coordinates of the object vehicles received through V2V communication. Ma et al. presented a vehicle-to-infrastructure (V2I)-based vehicle localization algorithm, where a low-cost IMU-assisted single roadside unit and a GNSS receiver-based localization algorithm based on the least-squares method were used to reduce the deployment costs [12]. Perea-Strom et al. presented a fusion method of wheel odometry, IMU, GNSS, and lidar using the adaptive Monte Carlo localization algorithm, where a particle weighting model to integrate GNSS measurements was adopted to perform ego-vehicle localization in a 2D map [13].

One way to improve the accuracy of localization algorithms from surrounding objects is to increase their confidence in the surrounding objects. To do this, it is necessary to apply a tracking algorithm to the surrounding objects. The KF-based tracking algorithm using 2D or 3D object information obtained through the camera and lidar is widely used for continuous object tracking [14]. In addition, a study on model-free tracking based on the support vector machine classifier learned with the histogram of oriented gradients feature was performed [15]. Multiobject tracking (MOT) using an extended KF (EKF) and a localization method using a particle filter (PF) are described. An autonomous driving simulator modeled by each sensor is used to verify this, and comparative verification is performed based on the truth and predicted trajectory obtained from the simulator.

The cooperative localization presented in this paper is a two-step approach. In the first step, the method estimates the coordinates of the surrounding vehicles and objects based on the lidar sensor and V2X communication data. In the second step, the method estimates the ego-vehicle coordinates based on the results of the first step when the GNSS signal is unavailable. Figure 1 is the block diagram of the cooperative localization process. It consists of data processing module, sensor fusion module, and localization module. The first two are for localizing surrounding vehicles and objects, and the latter is for the ego-vehicle. For simplicity, in this paper, only the surrounding vehicles are assumed to be used, but the same metric can be applied to the surrounding objects.

A game show is a gre of broadcast viewing tertainmt (radio, television, internet, stage or other) where contestants compete for a reward. These programs can either be participatory or demonstrative and are typically directed by a host, sharing the rules of the program as well as commtating and narrating where necessary. The history of game shows dates back to the invtion of television as a medium. On most game shows, contestants either have to answer questions or solve puzzles, typically to win either money or prizes. Game shows oft reward players with prizes such as cash, trips and goods and services provided by the show's sponsor.

Game shows began to appear on radio and television in the late 1930s. The first television game show, Spelling Bee, as well as the first radio game show, Information Please, were both broadcast in 1938; the first major success in the game show gre was Dr. I.Q., a radio quiz show that began in 1939. Truth or Consequces was the first game show to air on commercially licsed television; the CBS Television Quiz followed shortly thereafter as the first to be regularly scheduled. The first episode of each aired in 1941 as an experimtal broadcast. Over the course of the 1950s, as television began to pervade the popular culture, game shows quickly became a fixture. Daytime game shows would be played for lower stakes to target stay-at-home housewives. Higher-stakes programs would air in prime time. (One particular exception in this era was You Bet Your Life, ostsibly a game show, but the game show concept was largely a framework for a talk show moderated by its host, Groucho Marx.) During the late 1950s, high-stakes games such as Twty-One and The $64, 000 Question began a rapid rise in popularity. However, the rise of quiz shows proved to be short-lived. In 1959, many of the higher stakes game shows were exposed as being either biased or outright scripted in the 1950s quiz show scandals and ratings declines led to most of the primetime games being canceled.

An early variant of the game show, the panel show, survived the quiz show scandals. The development of new financial technologies and their adoption by nation states and private actors is unleashing transformative effects on the international financial system. Simultaneously, perceived U.S. sanctions overreach under the Trump administration is driving China, Russia, and the EU to seek alternatives to the dollar-dominated financial infrastructure in use today. The incentive to end dollar-reliance, circumvent U.S. sanctions, and boost domestic currencies has led to the development of alternative financial messaging systems, the launching of national digital currencies, and collaborative efforts to de-dollarize foreign reserve holdings. While today the dollar remains the dominant international currency, there is contentious debate among economists and policy experts on the extent to which that its status is under threat.

The centrality of the dollar in the international financial system grants the U.S. an outsized ability to exert leverage in geopolitical negotiations—a privilege that it used to cut off Iran’s banking system in 2018 and exclude Venezuela and North Korea from participating in most of the global economy. As geopolitics collide with technological innovation, powerful international forces such as China and the EU are taking steps to reinvent the international financial architecture that underpins the dollar’s global influence. U.S. influence over the international financial system has wide-ranging impacts, including playing a central role in the U.S.’s capability to contain China, Russia, and other countries; its ability to curb nuclear programs in Iran and North Korea; and its broader global influence. Since the 1990s, sanctions have served as a critical tool for U.S. international relations and undermining the U.S.’s ability to enforce sanctions through the current financial system could significantly shift global power dynamics, particularly among great powers.

What To Consider When Deciding Between A Calendar Year And A Fiscal Year

Since the early 2000s, central banks have been diversifying their holdings, and the percentage of reserves held in dollars has decreased modestly over the past five years, from 65 percent to 59 percent. The dollar still dominates international trade and finance, but technological improvements and waning U.S. influence are generating new challenges to the dollars’ status. The dollar’s increasingly precarious position has made U.S. policymakers begin to take the threat of losing influence seriously, but few concrete policy measures have been initiated to maintain dollar centrality. Meanwhile, China, Russia, and the EU have all begun building alternative financial infrastructure and to circumvent U.S. control.

In April 2020, China became the first major economy to launch a central bank digital currency, introducing a digital version of the renminbi. To date, the digital renminbi is only available domestically, and in limited supplies. Nevertheless, its launch has widespread implications both within China and internationally. The digital renminbi could lay a foundation for state oversight in the way that other Chinese technologies—such as facial recognition and smart cities—previously have, while simultaneously weakening the U.S.’s ability to enforce global sanctions. China will now serve as a test case for other countries’ adoption of central bank digital currencies, and if successful, the digital renminbi could accelerate renminbi internationalization, strengthen China’s existing alternative financial infrastructure, and give the country a first-mover advantage in developing the underlying technology and standards. Critically, in the long-term, it could provide an alternative source for financing international trade and business for China and other nations facing U.S. sanctions.

By providing an extensive mapping of the mechanisms underlying U.S. control of the financial system and the emerging challenges to this system, Part I provides a critical resource for governments, private companies, and individuals looking to understand and successfully navigate the financial system’s rapidly developing transformation. It lays the foundation for the comprehensive three-part analysis of the forces driving the ongoing revolution in the financial system explored throughout the

Climate And Environment

The dollar has served as the world’s key reserve currency since the post-WWII international monetary order was established at the Bretton Woods Conference in 1944. The Bretton Woods system of fixed-but-adjustable exchange rates has since collapsed, but the central importance of the U.S. dollar in the international monetary system has endured. The widespread use of dollars as the predominant currency in international trade and payments grants the U.S. extensive control over the international exchange of goods and services and makes its ability to enforce sanctions particularly effective. Today, the U.S. is the only country that can effectively lock other countries out of the global financial system—something that is a source of resentment among other economic powers. Since most foreign exchange transactions (88 percent) are conducted in dollars, and these international transactions are transferred through the U.S. banking system, the U.S. has the power to cut off access to the dollarized economy. The U.S. uses this economic power as leverage in geopolitical negotiations and to levy economic sanctions against countries. For example, the U.S. has used its influence to exert pressure on the Belgium-based Society for Worldwide Interbank Financial Telecommunications (SWIFT) system, which is responsible for sending interbank messages containing the secure payment and transfer information necessary to settle international transactions. During negotiations over Iran’s nuclear program in 2018, the U.S. unilaterally pressured SWIFT into denying Iranian banks access to its messaging system, thus crippling Iran’s ability to conduct international trade. In 2017, the U.S. threatened to cut off China’s access to the dollar system entirely if it did not uphold sanctions against North Korea. These actions, among others, are now inspiring challenges to the current system from China, Russia, the EU, and other countries seeking to circumvent U.S. control.

The dollar’s status as the world’s reserve currency grants the U.S. an “exorbitant privilege”—the U.S. can purchase commodities without foreign exchange risk, borrow cheaply in its own currency, and impose economic sanctions. The dollar’s centrality in the international financial system gives the U.S. a unique ability to use the international financial system as a geopolitical tool. There are several key chokepoints the U.S. authorities target to facilitate (or interdict) the flow of dollars through the global economy and allow the U.S. to exercise its leverage over global trade, invoicing, and foreign exchange. Over 80 percent of global trade involves U.S. dollars, and transactions denominated in U.S. dollars must pass through domestic intermediaries before being settled. That grants the U.S. Office of Foreign Assets Control (OFAC) the ability to assert jurisdiction over any U.S. dollar transaction and surgically trace dollar transactions back to a foreign bank account, company, or individual, and block the transaction. For example, in the ongoing 5G dispute between the U.S. and China, the U.S. could use this financial leverage to further disrupt China’s ability to secure the necessary inputs to develop its domestic semiconductor industry. Beyond preventing U.S. domestic companies from exporting materials to China, the U.S. can intervene in transactions along the semiconductor supply chain that use U.S. dollars. If Taiwan Semiconductor Manufacturing Company (China’s largest semiconductor supplier) purchases raw materials from a copper mine in Zambia, and the payment is settled in dollars, the transaction must go through intermediary financial institutions in the U.S. Since the U.S. can intervene in the transaction, the companies are forced to abide by U.S. regulations. This power has contributed to making U.S. sanctions on China’s semiconductor suppliers so effective, and this capability has been a major driver for China to seek alternatives to the current system.
